Yeh they might do, but 100% they do not guarntee real human likes, they are just giving you bot likes or fake accounts.

Go with fb ads instead if your planning to profit from them (very targetted since you can choose interests in fd ads) but if you just want to grow your fanpage, go with fiverr or odesk/elance instead.
