thats probably one of the most expensive broad niches. you would be pouring a glass of water into the desert with just 100usd. if i were you, i would just look for something else.

I'd just put the $100 into registering/extending the domain and first year budget hosting, and just spend your own time and labor working on SEO for the first few months. While waiting for the ranking results to improve, you can work on building direct traffic through social media, video, forums and comments. It's possible to do short term non-SEO blitz campaigns to create 5k-10k monthly visitors.
After doing this you could recover your money and active efforts by getting approved for CPM or CPC passive monetization programs (several of them require proof your site has X amount in traffic). At a typical payout of $5 per 1,000 impressions, that could mean $50-100 a month in secondary earnings, which you could view as working capital to pay for a more permanent SEO linking campaign.

isnt $5 per 1,000 rather optimistic for someone who will almost surely be using a beginner's ads network? idk, it just sounds like a lot for a beginner's network, even if the niche is a well-paid one.

I'd spend the money on a ahrefs group buy and see what free links you can make by looking at what your competitors have. Things like web 2.0, real outreach guest posts (free), broken link building, profile links etc until you have money to reinvest.
Because $100 will get you about one decent actual good quality link from a website thats not a link farm or a PBN provider that will let the sites expire.

Crowdo links are best in my opinion, don't waste money on etc. etc. stuff which are just bundle links.

If you have budget ~$200, you can go with foundation package. If you want to stick with $100 only then can try crowdo niche links, it costs $10 a link and are better than 100s of 2.0 etc. ones.

The point is they have to pay you something for putting up their ads, and the level is set by your traffic, not by your experience level. The point is to get secondary money just by bringing eyeballs to the site, to supplement whatever your main monetization is. There are several (non CPA) PPD sites that pay you about $5 a month per 1k downloads. Write forum or SMM posts with a link offering a niche-related free download, with a link to your site (where your page has an article with the PPD link). 1-2 CPM type programs like this monetizing the site can generate the $50-100/mo pocket money, depending on you linking from high traffic pages to get the visitors.

With $100 budget, you could buy 50-100 cheap PBN links pointing to a few web 2.0s. You'll need to add links in the web 2.0s to your money site. You can create the web 2.0s for free but you'll either need to write the content or buy them.
