10-12 links inserting in Article - Good or Bad?

If you are adding those links to get them crawled by google, then its fine.

it sounds like you want to write an article with 10-12 links in the article all pointing to your website? if thats the case then No its not okay.
In every article, having 1-2 links with your target key words as anchor text will be more powerful than having 10-12 all pointing to the same place.
Personally I do one link with my target keyword, and move on.
Now if your asking if building backlinks to your article is good, than yes it is, not to be overdone.

Max 2, if its the same site it will confuse the indexed data of what really is the page about. If it is all pointing to 1 site
But if they are pointing to lets say 6 different sites and they all are in themed with the article, I dont see anything wrong with it, just that the power of the link juice will be distributed more and less power goes into the links

It depends where you will be publishing it and the length of the article. But unless the links are truly relevant, you might want to consider spreading out the links over a number of articles - that way you will get the most traction for your marketing efforts.
