What is the value of pointing 2 different anchor text links to 1 URL from the same page...

- Will it get double anchor text reputation?

- Will it get double PR juice?

I've heard stuff about first link priority, only 1 link counts, etc...

Is there any clear information on this topic?
 
In order to look natural, you need to point a variety of anchors to your page anyways (including the anchor just being the entire http address).

Beyond that, you want a higher % of the anchors to be your target keyword - which also shows up in the title and the page is optimized for. Then you can try to rank by some secondary keywords by having them show up in the article, and pointing links to the page using those anchors.

PR juice is a function of the incoming links and their collective juice, not the anchor, so the more links, the merrier.

Reputation for a certain anchor is achieved by having more of that anchor pointing (but note the diversithy of anchors mentioned earlier), otherwise 'reputation' will suffer since it looks like link manipulation.

the url for both anchor text should be different.

If you have single anchor text with link it has more juice.
