Either save your money till you've got at least $7k-$10k or learn to code and pay someone $1k to do some basic graphics for you. And $10k is pretty cheap though you might find some starving student or Indian/Russian developer to take it on for that.
I know you don't mean a game exactly like Farmville and of that caliber but even a shitty game of this sort takes a lot more work than you think. Games like this have to have good graphics and a large variety of them as that's what makes people want to waste their lives trying to build a stupid farm or town or whatever. They want to have some nice looking whatever.
Anyone who says they will do this for $1k is going to take your money and hand you a complete turd or some game script they found somewhere that's probably also a turd. That's if they give you anything for that 50% up front.

^^^ Totally agree, with this post u might find someone who needs the money and will do it but then u have to ask yourself why wouldn't they just have coded it themselves and made the money 1k is really low for what your asking, u need maybe 15k-20k for someone to bite on that, as a few already mention the graphics alone are about 1k.
