As an advertiser, I sometimes promote offers on Propeller Ads and I don't think it is a scam. But if you are a publisher, Propeller Ads is a little bit more restrictive.

If you are going to do something in a "grey" area, I would suggest that you save money and try to buy an FB account from someone else. Unfortunately, FB is cracking down on blackhat/grey ads faster than last year.

It is hard to say which niches are the most profitable. You probably want to write down all of your interests and then do research about your competitors. Cryptos, weight loss, MMO, and finance are big niches but the competition is intense for those markets.

I want to maximize revenue on PPV networks. Is there a spying tool that can look for promoted offers or adware installers coming from PPV networks such as 50onRed or PropelMedia?

I haven't used those adult traffic networks so I can't say for sure what is the best one. I am currently using Traffic Junky and it has decent CTR and CPM.
