You also have to really sit down and make a strategy. How will you use social media to your advantage? Track your ROI. what's your budget etc

What I think he means is, find a user related to your niche, follow them, and follow all their followers. When the followers go to check their feed, if you have a relevant twitter name they'll probably follow you back and check out your website. As far as Facebook, I'm not sure.
