Would you have access to the Google Analytics for that page?
It's very hard if you cannot add some tracking code to their website, because even if you use a custom URL without JS it wont be able to pass the URL on to your website.
If you have your tracking setup good, maybe you can set your targeting to exude the location the bad clicks are coming from.
Also if you campaign is above board, you could try Google Support, and complain about the fraudulent clicks.
If you want to scale up you have to expand into display ads, thats where the traffic is.
The ROI might will most likely not be as good, but the CPC will be lower, and if you have good tracking in place you should be able to hit a sweet spot.
I published some press releases on PR Web, but now the links look as if there are going through some redirection process, even though I paid for the $299 packages.

Raising budget to fast will get account flagged and possibly suspended, it happened to one of my accounts. Instead create new campaigns with higher budgets...
