Some registrars can register domains on themselves and .by and .md does not maintain a who.is database, and if they do it is very minimal

.bz is also very good, however probably .md .by and .ch are the best!

You should probably check out the offshore domain registrar list by exoticvps however my advice is to use Subreg in Czech Republic, they are VERY good, never had a problem with them.

If you want a decent DMCA ignoring host, you will have to pay a little more. Most so called "DMCA ignored" hosts will ignore some complaints and if you receive too many they will cancel your service.
