It is not just FL, it is happening when manually unfollowing / engaging with IG. The algorithm has been changed to crack down on SPAM, yes, due to the new ad service.

Can confirm, this is definitely happening to aged accounts. The LIMIT seems to be 300 unfollows PER DAY (not per hour). Over 300 per day, and you'll get a 24 hour temp ban. New algorithm for Instagram Guys - set your FL to 300 unfollows per day and you should be fine.
