Interesting enough. I live in Canada as well and it appears that the BHW Nginx or firewall is blocking a large portion of the Rogers Network. Using my IP Addresses from one of my upstream providers from the US works fine.
I have the same issue from my broadband provider :) Strangely enough it seems that a large subset of my provider's IP are being filtered by the kind BHW firewalls. Because I changed my IP 4x times, ended-up on 4x different ranges with the same results :)
Thankfully, I have some VPSs to still...

I believe that the Fast Backbone is really one of the main argument Pro-VPS or VDS. It is true that a lot of broadband providers are increasing the speed that they deliver in your home, but you will still always lack the symmetrical aspect. Guess what? Yes, they currently are very particular...
The location of your database file is not the same on the PC where you have moved the application.... Invalid value key, probably your .net config file...
