I have used CPA Leads content locker and I know they specifically state in their terms that you must provide what is advertised by the locker. I don't know if they or other CPA sites will enforce this, but read through their terms before providing fake links.

google flags keywords like "hacked, keygens, leaked, etc." If these are legit codes and nothing to do with pirated content mind the keywords on your page and you should be fine. I wouldn't imagine they would raise a fuss as long as your ads and keywords on your money page are legit.
