I use BP without issue, and use them from way more than 2 IP addresses. From what i understand, you have to specify 2 IP addresses in order to make use of them without entering username or password details, but you can use them from anywhere else as long as you verify by using username and password.

GSA SER is the tool you need. Feed the list into the program, it'll sort the url's by platform, which you can then start submitting to via the program itself.
I've never tried with just a domain name, but i've tried with a single landing page, and had no issue at all. Successfully getting many new domains up to a PR4. Bearing in mind, i was p;urely interested in raising PR, but not actually ranking.
