You can create multiple accounts and promote the same message. You can also use tools such as feedity.com to create rss feeds from static html pages and additionally submit them. You probably won't see traffic from those feeds though. They will just give your main site more link juice.

15 should really be a maximum for a new site as long as don't want to get Sandboxed by Google. And I agree that MSN traffic is great. These are the people which you can most easily fool into clicking your links.
