have a look if the free "Simple Tags" plugin can do what you want. i know that it can automatically suggest tags from Yahoo Terms and according to the plugin description it should also be able to insert them for you.

You can create multiple accounts and promote the same message. You can also use tools such as feedity.com to create rss feeds from static html pages and additionally submit them.
You probably won't see traffic from those feeds though. They will just give your main site more link juice.

And I agree that MSN traffic is great. These are the people which you can most easily fool into clicking your links.
