Everything Google does is for their own benefit, they could care less about being fair to anyone. They're only doing this because of all the heat they've brought on themselves for abuse of power and monopoly lawsuits.

If you 301 the new site to your penalized site it isn't going to work. It may work temporarily but eventually the penalty will carry over. Just ditch the domain and start over.

I've heard a few seo experts say you shouldn't post too many articles at once, maybe 1-2 a week. 10 at one time will look like you auto generated the content.
Where were you ranked before. If you have zero backlinks I'd imagine you're in the far reaches of the abyss. If this is the case you're naturally going to be jumping around quite a bit since you haven't solidified a position.

What's really important is their traffic numbers which have remained unchanged.
If you redirected the the old penalized site to the new authority site, it seems logical that eventually the penalty will get passed on.
IMO you did this backwards. You need to completely disassociate from the penalized domain. The better way to do this is to register a completely new domain...
