I use dreamweaver for one of my personal sites. I did not setup updating through the software, I only uploaded the files produced from dreamweaver... which was simple html and the folder structure. I would say that you should be able to use a simple FTP program, like cuteFTP, WS FTP, etc...

They likely have bots that detect unusual activity. But, if your account was the highest grossing account they have, you can be sure that they will do a careful manual review. So, there must be something that is triggering the ban. Legitimately or not, it happened. You need to be 100% sure...
