I have cancelled my facebook ads account due to some problems. How long do I have to wait in order for me to create another account. It has been pending for 2 days already.

Is it necessary for me to create a LP for facebook ads? I have no technical knowledge on creating that and I don't know which website is suitable for me to learn. I am currently doing DL and might have to learn to create a LP if it can increase my CVR rapidly.
