I use seoscout paid version. I have about 200 sites listed with them, it works out well. Negatives: Makes you go check your rankings too often, and you realize how much your sites jump around, which is also annoying.

Just read read read read. When I first started, I couldn't get enough, I read anything and everything I could find. Don't worry about tools now, just start with everything manually, so you understand how it works, how much work you have to put in, results, etc. THen you can look at tools later...

Title, H1, and a couple times in the article is all you need. On site SEO isn't really too important anymore compared to the quality incoming links pointing to the page. Meta isn't necessary.
