If the page in not indexed, it is highly likely that google will pass on the link. So it will give you no power. There are some rare exceptions, but as said before it requires testing and will waste you time.

Even some SEO services from fiverr can be fine, just need to find the right person. Look for reviews (it easy to spot fake ones) and most important someone not from Pakistan/Bangladesh/India or similar countries, as it's usually super hard to communicate with them ( from personal experience).

Doesn't work, maybe the page isn't indexed? Its been live for over a months and its a free app on google play, it should get indexed pretty fast logically.

I've been using add-my-url [dot] com for about a year now. Its in Russian, but very cheap 0.01 USD a link. I can't say it works every time, but it helps.
