As @Wfixtrit suggested above. I don't see any other vps option better than Hyonix at the moment, however I came here myself for the same answers. Internet speed is limited there as well. Around 400mbps is starting plan with 8gb ram.

Their windows plans are expensive. You pay additional 17-18$/month just for windows license.
