When I was in China, I noticed that the Great Firewall of China allowed some unfiltered requests through at some random times of night without using a VPN. Have you ever been able to access something that's normally blocked, randomly, for a period of time, before it got blocked again?

They don't issue certificates for IP addresses.

This is not something that's an everyday thing - I've yet to see any CA to offer IP-based SSL on their site. Some certainly exist, but you'd have to ask them directly.

This one looks a bit sketchy - they offer a non-descript "VPS" with no option to select operating system, and does not specify the disk space, RAM or CPU info anywhere on the site. I would be cautious if I was you.

If you have to ask these questions, I would suggest to stop thinking about offering such services in the first place. You absolutely need to have experience in dealing with this before even thinking of offering any such service.
