I would also tweak the code a bit. For example:
Change code filenames
Change class names
Change methods
Change some variables
Because Google can also do some code check and if they will find high number of apps with the same codebase your apps can be removed.
If there are not many copies of the reskinned app, there will be not problem. You can try to change program class names, methods and filename and do some "code" reskinning, not only graphics, package name and title. It will make your app more secure from the ban.
