I am using some content groups on Facebook and also sending proposals on digitalpoint for writing gigs posted which are very few, like 1 new posting every 3-5 days. I am also thinking of joining upwork, but from my research most applications got rejected as you've mentioned.

In my opinion the best keyword research tool for beginner is using google search suggest. this just give you an idea of what users are searching and that's what you should write about.

starting with a blog is definitely the best option for you. before you build a forum with enough members that will engage the forum, it's gonna take some years. while on the other hand you can start a blog in less than an hour and start adding content to it.

I don't think if there is a theme that in it's design that will favour your rankings, you just need to do things right. I mean optimized content, build high quality backlinks, use the right plugins also that will simplify your SEO efforts.

you should start a blog and target a lot of keywords, focus on traffic not just ranking positions, sometimes you can secure rank for a keyword but still no traffic. i suggest start a blog and add content on a consistent basis, it's not easy though but you can outsource your content writing part.
