Sorry to hear man, I have been in the same boat since late 2017. In regards to starting the new account, you are correct and they would have your device details logged. They would also have your WAP/Geo data logged too, its very hard to avoid their radar re starting a fresh account

I have done everything you mentioned bar blocking ghost followers and also fell there is nothing you can do which is why I am seriously considering a new account. The only thing stopping me is I cannot be certain IG will not link the new account to the old.
