Make a list of your installed extensions for Magento 1.3 then research whether they will all behave with 1.7. The file structure changes between 1.3 and 1.7 so expect to redo your theme manually, or pay someone to do it.

Magento CE + one of the Wordpress integration extensions should treat you well.

Magento CE has the most flexibility, and extensions available for it. Supports Paypal and Moneybookers out of the box.

You could go with Magento CE, and then have someone customize the free Modern theme for a couple hundred bucks.

My vote is Magento CE for a small budget. Just have a lot's of resources on the VPS or Dedicated server, and add a 3rd party caching system. Handles 4000+ products fine for my clients. Better yet, go Magento Enterprise which solves some of the bloat with built in caching.

Don't install Magento on GoDaddy shared. It doesn't work 100% and you will bang your head until it bleeds. Get a cheap VPS elsewhere.

They will all help generally. I think that one has a hidden monthly fee though I might be wrong. There is a cool one that is free and allows you to give a discount for each Facebook like off the total at checkout. PM me for details.

I would do this in Magento CE, and have already spec'd this out for another client. Don't re-invent the wheel - look for the most expensive paid extension to do this - it will blow your mind. Unfortunately you need a budget of $1k to $3k for the extension.
