I have a client in Canada and I'm from the US. Would backlinking from .com for the anchor text they're ranking highly for impact them as strongly as a .ca domain?

Heard from a friend there was one possibly released recently and it impacted his clients local sites.

Hi, I have a client who I completed the on page SEO for and after 5 high DA backlinks, they aren't ranking in the top 300 for their keyword. Is this a point of concern? Should I wait till after 20 or so backlinks with appropriate anchor text?

Yes it's called the google bounce. It means movement is happening with the SERP although to go from 40 to out of top 100 is a bit extreme. Usually I'll see movement +/- 5-20 rankings and I know rankings will improve.
