Ideally you want a bunch of different ip's with different providers/locations if you were to build a pbn network. So i would imagine you would need a bunch of cheap shared hosting.
If you dont want the provider to charge your card for renewal, simply remove it from your account. 99% of the time this shouldnt be a problem however you should check the TOS or contact them to be sure.
Your site performance report is great and it loads fast. If you are getting load times of 5-7 seconds its due to your ISP, not the server.

Is there any reason why you don't want to use the same existing domain? You can still use that domain with your new hosting provider in case you weren't aware.

Why not just update to it like all the other SM accounts. I don't imagine it would hurt any and who knows maybe Google likes that you're using their platform and will rank your keywords better. :)
Depends on what you consider good. There are some excellent shared hosting providers such as Hawkhost for example that can provide good service for just a few dollars more. Surely I cant see a few dollars more per month isn't worth the piece of mind?
