Frankly speaking, I prefer WP most than any other CMS. You can easily achieve any desired project to be created. Read manuals, use plugins, optimize 'em (:
Basic CSS & HTML knowledge needed, ofc. Just to correct some issues after deployment. 20% of knowledge can easily produce 80% of needed solutions. If to speak about "do you need to learn described stuff" - NO. There are lots of CMS/Visual Composers and Builders/Ready-to-go scripts, etc.
Frankly speaking, you can rank with non-unique content without any problems. I've made lots of test, especially "working" with competitor's featured snippets.
