I think Filmora would be a good bet. They have pre-installed transitions/effects and it's pretty easy to learn. It is a paid software, but the free trial is full-featured (exports with watermark).

I would try Vimeo. I've seen many paid online courses use it.

Try searching for your desired effect/music on YouTube and include "royalty-free". Keep in mind they often have a Creative Commons license that requires you to credit the original creator wherever you use it.

I would check out Rocketstock. They have stock footage but also motion graphics templates that are similar (must have After Effects to use). Let me know if you need tips on using AE. They also have some free downloads as well.
