I have two very similar sites. One has been dancing non-stop for a month or so, the other has been rock solid. I should have done a case study...I used slightly different SEO techniques for each of them. I'm hoping Google will settle down soon, it's annoying.
You may want to look at other pages on your site just to make sure you don't get penalized for duplicate content, duplicate title tags, or other pages that might violate G's webmaster guidelines. IMHO, there is really no need to "optimize" them unless you are trying to rank that specific page...
I'm certainly no guru, and I won't speculate on the impact to domain SERPs, but wouldn't you risk the site/domain getting flagged by Akismet, stopforumspam.com, etc.? Why not use a sub-domain? Did you block the content using just robots.txt or did you block it via agent string?

Be careful not to build many links to a brand-new domain name. Google knows that isn't "natural" and will penalize you for it. Take your time, use the Search feature on the forum.
In my experience, Bing/Yahoo take much longer to index sites and are much slower at indexing crawled pages. You can try registering the site with Bing Webmaster Tools.
Get rid of any ads, or CPA offers. Get rid of any junk content. Check your keyword density. Undo any blackhat SEO. They won't give you a reason other than you violated webmaster guidelines (which you should read).
You could request reconsideration from Google here. Usually though, a site is deindexed for a significant reason (i.e., caught using blackhat) and they will likely reject the claim. I would undo any changes you made before submitting.
