I think they are not. I recently submitted my site for approval but got a reply after a few hours stating that they couldn't review my site at the time because of COVID19. The notification never mentions sth like 'it will take longer to review'.

Driving traffic without a website? Sounds like you don't have a landing page for your offers. If my guess is right, then redirecting the traffic straight to the offers normally leads to fewer conversions.
