If a user creates a group or a fan page and then leaves it, who will get administrative rules? Or the group will stay without admin forever?

How does the FB search engine work? For example, I type in "clothes", which groups and fan pages will I see on the top? Why?

I know that you can activate many accouts on one phone number. Once you activate a number on a new account, previous acc becomes unactivated. Why is it so? What for? Why don't they make it as one number = one acc? So nobody create multiaccs?
