I'd start by unfollowing the ones that don't follow you. Then I'll unfollow some of those that seem less active so they prolly won't notice and therefore, won't unfollow back.

As someone who is growing manually an IG page, my advice is, keep following and liking others related content and if you can, pay for a promoted post and make sure its a quality post the one you pick for the promotion

I'm not sure some random folk blocking you has an impact but I guess it does ONLY if that person reports you for whatever, since the IG system asks "report and block?" after you block someone.
