Dude, enough with the exclamation marks, already! :) To answer your question, don't do it.. The CPA company would notice that you keep sending traffic through the same proxy/proxies and do it long enough, they'll ban you.. Just target US traffic instead.. Not to be rude, but I doubt you'll...

For web development go with PHP! Non-proprietary, unlike ASP.net and is quite easy to learn. When moving on to JS, have a look a jQuery. I've tried numerous js frameworks and i can definitely recommend jQuery :)

Do what excites you the most. If you really want to learn how to create your own WP plugins, go with PHP! I think they made some pretty good design decision, when making WP. And when you first get a hang of it, it's very nice to work with!

Depends on the language, for the time being im jotting down a lot of python, for a botting framework. For that my setup is the following: 13,3" monitor on my MBP. Using Textmate for my text editing. Versioncontrol is git.

Are you just pulling images from the "advertising file"? You can have your "advertising file" return an actual image, so you img tag should look something in the lines of <img src="serverhostingadvfile.com/advfile.php">
