Could be junk traffic and/or unrelated. Use GA to map what the customer does, and maybe install a heatmapping plugin to see what actions they take on page. Worst case... Your traffic is wrong for your niche.

On the FBA side of things yes you need volume to become a profitable player. eBay on the other hand, I found a specific recipe for being successful no matter what I'm selling. I'm glad to not be in that game anymore though (shipping 200-300 packages a day by myself was quite the grind).

Are you able to log into one of your utility companies and change the mailing name to show yours? Or get in contact with seller support (open a ticket) and explain the situation and see what they suggest.
