I use CaptainTweet, it's server-based so no need for chrome extensions. If you keep follow/like rates low you won't get blocked.

You’re right, but no real account will follow an account with less than 100~ followers, so I use follow/unfollow just to get “social verification”, then I move to content and comments on target audience accounts (manually)
