Yup I always mix up anchors. You could also rank these web 2.0 sites for long tail keywords while you're at it and funnel more traffic to your money site - depends what you're trying to achieve.

Yes, low competition is usually referring to the sites you're going to be competing with in the SERPS. Often there's a correlation between adwords competition and SERPS competition, but that doesn't mean you can't find a high paying phrase with low SERPS competition.
