Merchant Center suspended for “Recurring billing” but I only sell one-time payments. How did you fix it?

Hey guys, I run a digital products marketplace (games, keys, gift cards and time-limited access to services, like 30 days). Today Google Merchant Center suspended my whole account in Brazil, Colombia and Mexico for “Subscriptions or recurring billing”, after a manual review.

The thing is, there is no recurring billing on my store at all. Every payment is one-time (Pix, boleto and local methods), no saved cards, no auto-renewal, no future charges. The customer pays once and uses it for the period they bought. I already requested a new review.

I see tons of marketplaces running Shopping ads for the exact same products right now (ChatGPT Plus 30 days, 1 month, 365 days), so I want to understand what they do differently to pass review:

  1. How do you write titles and descriptions for products with a duration (30 days, 1 month) without triggering the subscription policy?
  2. Do you remove these products from the feed, or keep them with a different Google product category (GPC) or format?
  3. What do you show on the product page and checkout so the reviewer understands it is a one-time payment?
  4. Anyone who got suspended for this and got reinstated: how long did it take and what did you change?

Any experience helps, thanks.

Seen this one with digital goods several times. The "Subscriptions or recurring billing" flag usually isn't about how you charge. It fires because the listing looks like a subscription to the reviewer: a duration in the title ("30 days", "1 month", "365 days"), and a product that is itself a subscription service (ChatGPT Plus, Netflix, Game Pass and so on). For those, Google also expects the product to be resold with the brand's permission, so part of it may be a reseller issue rather than billing.

What usually helps before the next review:

1. Feed. If you keep duration products, use the subscription_cost attribute only for real subscriptions (you don't have any). Keep the price as the full one-time price, and say it plainly in the title, e.g. "Game key, 30-day access, one-time payment". Don't use "per month" or "/mo" anywhere.
2. Product page and checkout. Put a visible line near the price and on checkout: "One-time payment. No automatic renewal. No future charges." Also add the same wording to your terms/refund page. The reviewer checks the landing page, not your payment processor.
3. Split risky SKUs out. Gift cards and game keys usually pass. Resold "access to service X for 30 days" accounts are the ones that keep getting the whole account suspended. I'd remove them from the feed (exclude by custom label) until the account is reinstated, then test them separately.
4. One review request at a time. Repeated requests without changes can lock you into a 7-day wait between reviews. Change the site and feed first, then request the review.

Reinstatement after fixing the site usually takes a few days to a couple of weeks, depending on the country queue.

We deal with Merchant Center and Shopping suspensions for clients at PPC Rebels (ppcrebels.com). If it doesn't come back after the next review, post the exact wording from the Diagnostics tab and I'll take a look.
