Because they expect publishers to stick with them for the big $$$, but that big $$$ could get your website wiped out of Google. They don't care whether your websites get wiped out or not. :)

I know because I fell for it myself when I saw they were paying 2x or 3x more than any other ad network. But after receiving complaints from people in different countries about automatic redirects and being forced to click on ads, I realized that was a huge no-no for Google.

And Google doesn't care how much money you're making. If it catches you doing shady shit, it can wipe you out. :)
