New Google Ads accounts are suspended mainly due to payment and violation of Google policies, the biggest reason being the verification issue, where when the card name, profile name and identification documents do not match or VPN and proxy are used, Google considers it fraud. The second reason is the use of a wrong card, virtual card or prepaid card and the use of a website that does not have a privacy policy, contact and about it. In addition, creating accounts repeatedly from the same IP or computer and not verifying on time are also major reasons for suspension. To avoid this, always use a real name, real card and the correct website and run campaigns with a small budget in the beginning.

All what you listed cause it and the only solution to this is to cloak it, if you cloak your google ads campaign it won't get suspended but it depends on the account too cause if you use new account without proper warm up it will leads to suspension but aged account with the right cloaking tools and setup it will get approved without getting banned. Make an MCC and make accounts from it, they tend to get bothered less.
