First off, I would use websites like Pinterest, relevant subreddits, and social media groups. Post useful information, provide answers, and also build an email list using SEO.

When your traffic is still low 1:1 exchange is hard. Maybe ask them if they have any options for smaller blogs.
Aside traffic exchange website there are method to secure traffics without search engine which include making social media presence to share update of new posts on direct page and group/community posts to generate engagements and redirect audiences/traffics on blog page for full detail reading about the shared expose content.

If your traffic is still low bro try smaller sites in your niche for exchanges first. Build some visitors before jumping into 1:1 deals.
