Don't hunt for many IPs, spread across providers instead. Ten sites on ten IPs in the same /24 at one host is the same footprint as one IP. What counts is different ASNs, hosts, nameservers and registrars. For cheap, mix budget VPS from several small providers with a few shared hosts, and don't stack more than a handful of sites per box.
The bigger leak after a Wayback restore is the files themselves. Strip the archive.org URL rewrites, the toolbar script and the old tracking codes, or every site carries the same fingerprint no matter where it is hosted. gl
