I think groups can be a good option if your main goal is community engagement.

If it were me, i would still create a Fb Page for the business,while you're right that groups offer better engagement, a Page is better in the long run for obtaining the "blue checkmark" and boosting credibility.
 
Businesses today still need to use Facebook pages to grow and build their brands, as they offer easier access to users.
