Initially, it was tough for me as well. I would say to keep posting consistently. Keep that in mind that you need to keep posting for the first 6 months as an investment, without anything in return. Consistency and quality are the key.

followers are totally different game than engagement. you need to build authority and anticipitation. your content needs to suggest to the audiance that this is an ongoing series of content not one off artworks, they should feel like they want to be part of this that your are building. that will get you actual follows.
 
Just figure out what your target audience wants and create a content strategy that gives them what they want.
 
I think posting Reels nowadays grows your ig following faster than the traditional posts we used to make. Also, posting consistently will yield better results.
 
followers are people who allign with what you are building and dont want to miss out on the next upcoming content. you need authority, you need to create anticipation for the things to come that creates fomo in people if they dont follow you
 
getting followers with instagram interest having good profile picture and bio with good upload content to start involving in engage with other users uploads/pages to interact for replicate approach,adding of captions and trend hashtags does effect in growth of profile.
