Do you regularly update old articles or mainly focus on publishing new content? i have noticed that improving outdated information and adding usefull details can sometimes be more effective than creating an another new page.

refreshing the pages usually jumps higher than the creation of new pages, actually. it was way more effective to juice up an older page rather than building ur authority from scratch.

Yes is still a ranking factor but it depends on type of content. For example articles its more important to be more fresh.

page that experience a decrease in traffic will be identified through google search console, followed by their optimization to add information or alter the intent—or create a new intent altogether.

I check my GSC pages as well as the page that have lost their clicks I solve the intent issues first before posting again.
 
Look at what competitors added recently and fill the useful gaps your old article is missing.
