WHAT IS VCC.WTF?

VCC.WTF is a USD virtual-card management platform created for affiliate marketers, media buyers, agencies and online businesses that need separate cards, balances and transaction records for permitted campaign and business expenses.

Customers receive access to a web dashboard where they can:
  • Create individual or bulk virtual cards.​
  • Choose an enabled card product and assign a clear card name.​

Apple Pay and Google Pay notice: Mobile-wallet functionality is available only on compatible card products identified in the live dashboard. It is not available on every BIN. Wallet enrollment and merchant acceptance are not guaranteed.

BULK CARD CREATION
  • The default quantity is one card.​
  • Customers may create up to 10 cards in one batch, subject to account and risk controls.​
  • Every bulk batch uses one selected BIN.​
  • Card names can be generated sequentially.​
  • Example: Campaign 1, Campaign 2 and Campaign 3.​
  • The complete estimated wallet cost is displayed before confirmation.​
  • Every provider request is tracked individually.​
  • Delayed operations are reconciled before another request should be submitted.​


TRANSPARENT PRICING
Card creation
  • Card creation fee: $4 per card.​
  • Required opening card balance: Minimum $25 per card.​
  • Fee on the opening balance during card creation: $0.​
  • Minimum total wallet cost to create one card: $29.​
Card top-ups
  • Later card top-up fee: 6% of the amount loaded.​
  • Minimum later top-up: $5.​
  • Maximum card load: $10,000 per operation.​
Other charges
  • Card-blocking fee: $0 for blocking an existing card.​
  • Declined transaction: $1.20 per decline.​
  • Merchant refund processing: $20.​
  • Prohibited-merchant attempt: $20; the affected card may also be frozen.​
  • Minimum VCC.WTF wallet deposit: $50.​
  • Maximum wallet deposit: $100,000 per transaction.​

Pricing example 1 — creating a card
$25 opening card balance + $4 card creation fee = $29 deducted from the VCC.WTF wallet.
The minimum crypto wallet deposit is $50. Any unused wallet balance remains available in the customer’s account.
Pricing example 2 — loading an existing card
$100 added to the card + $6 load fee = $106 deducted from the VCC.WTF wallet.
Crypto-network charges, exchange rates and independent payment-processor deductions can vary by asset and network. The checkout displays the available payment method and quoted payment amount before funds are sent.



BHW STANDARD PACKAGE

The standard BHW service package consists of:
  • One enabled USD virtual card.​
  • A $25 opening card balance.​
  • A $4 card-creation fee.​
  • A total VCC.WTF wallet cost of $29.​
  • Access to the VCC.WTF card-management dashboard.​

Additional balances and later top-ups are customer-selected card operations, not separate service packages.



CRYPTO FUNDING

VCC.WTF wallet deposits are processed through independent third-party payment processors.
Commonly available cryptocurrency options include:
  • BTC​

The exact cryptocurrencies and networks available are those displayed during checkout. Availability may change according to the payment processor.



HOW IT WORKS
  1. Create an account at https://vcc.wtf.​
  2. Fund your VCC.WTF wallet with at least $50 using an available cryptocurrency option.​
  3. Open the card-creation page and select an enabled card product.​
  4. Enter a card name and choose the required quantity.​
  5. Add an opening balance of at least $25 per card.​
  6. Review the complete cost before confirming the request.​
  7. Wait for provider confirmation while the dashboard displays the processing status.​
  8. Manage the issued card by loading funds, viewing statements, exporting transactions or blocking the card.​



DELIVERY AND PROCESSING TIME
Card issuance is automated after the account has enough wallet balance and the request is accepted.
Recent controlled P00 Visa tests completed in approximately 23–25 seconds. This is an observed result and not a guaranteed turnaround time.
Other card products, bulk requests, provider maintenance or external processing delays may take longer.
If a provider result is delayed or uncertain, VCC.WTF tracks and reconciles the original operation.
Customers should not submit the same request repeatedly while the original operation is still being verified.
If the provider confirms that an operation failed, held customer funds are released or returned after reconciliation.

SOURCE AND PROVIDER RELATIONSHIP

Cards are issued and administered through VCC.WTF’s upstream card-provider integration with PayTrades / 广州云上数汇网络科技股份有限公司.
VCC.WTF provides the management platform and customer support and acts as a reseller platform.
VCC.WTF is not the issuing bank, card network or custodian.
Cryptocurrency wallet deposits are processed through independent payment processors.
Card functionality, processing and availability remain subject to the applicable provider and network controls.




CARD VALIDITY AND LIMITS
  • Cards are issued with the validity date displayed in the customer dashboard.​
  • The published card supplement describes a one-month validity period subject to provider renewal conditions.​
  • Bulk creation is limited to 10 cards per batch.​
  • Card and wallet-operation limits are enforced by VCC.WTF and may also be limited by the upstream provider.​
  • A BIN may be temporarily removed from new issuance if the provider reports repeated delays or declines.​
  • Physical-card delivery is not offered.​


REFUND AND FAILED-DELIVERY POLICY

VCC.WTF distinguishes completed service fees, internal wallet adjustments and refunds for undelivered or incorrectly charged services. The restrictions below do not override the refund exceptions or mandatory customer rights stated in this policy.
  • Wallet use and withdrawals: Wallet deposits are intended for card creation, card funding and applicable service fees through the customer's VCC.WTF dashboard. We do not offer routine on-demand cash-outs or withdrawals solely because a customer changes their mind about using an otherwise available service. Eligible balances normally remain available in the same account. Refunds for failed delivery, incorrect charges and mandatory rights are exceptions to this restriction.​
  • Customer-confirmed operations: Review the selected card product, amount and fees before confirming an operation. Processing may begin automatically, and cancellation cannot be guaranteed once a request has been submitted to the provider. A submitted or pending request is not considered successfully delivered merely because the customer confirmed it.​
  • Completed service fees: Card-creation and card-top-up fees for operations successfully completed as described are not refundable solely because the customer changes their mind, selected an unwanted card option, or encounters rejection by an independent merchant. This restriction does not cover an undelivered or misdescribed service, an incorrect charge, or a refund required by law.​
  • Failed or undelivered operations: We investigate the operation and reconcile the relevant records. Holds for confirmed failed operations are released, and incorrect wallet deductions are restored. If the purchased service cannot be delivered as advertised, we refund the amount paid for the affected undelivered service, including its associated unearned service fees. The customer may choose to retain eligible funds in the dashboard for another operation instead; wallet credit is not a compulsory substitute for a refund due.​
  • Duplicate or incorrect charges: Confirmed VCC.WTF processing errors are corrected after investigation. An incorrect internal deduction is restored to the affected dashboard balance. A confirmed duplicate external payment is refunded through the appropriate payment route. These corrections are not merchant refunds and do not attract the $20 merchant-refund processing fee.​
  • Card blocking and eligible balance return: The VCC.WTF card-blocking fee is $0. After provider confirmation, the card's remaining eligible balance is returned to the customer's VCC.WTF wallet for further permitted use. Blocking does not itself request an external payout or reverse previously completed issuance or top-up fees.​
  • Merchant-initiated refunds: Refunds of purchases made with a card require the relevant merchant and provider processing. Once processed, the credit is reflected in the applicable card or wallet balance according to the provider's posting instructions. The published $20 merchant-refund processing fee applies where applicable and permitted by law. This is separate from refunds for failed VCC.WTF services and corrections of our own errors.​
  • Refund-review tickets: Customers may open a support ticket with the operation or transaction ID, amount, date and a description of the issue. VCC.WTF reviews its records and submits relevant provider-dependent cases to the upstream card provider or payment processor. Where necessary, that review may involve the issuing bank. VCC.WTF remains the customer's support contact and responsible for addressing its own service and accounting obligations.​
  • Review outcomes and timing: Opening a ticket does not guarantee approval of a discretionary refund or reversal of a completed merchant transaction. Third-party processing times vary. We communicate the review status and outcome; mandatory refund and complaint deadlines still apply. A refund that we owe is not made conditional on first recovering money from our provider.​
  • Prohibited use and disputed activity: Confirmed prohibited use or abuse may result in restrictions under the service terms and refusal of discretionary goodwill refunds. Reports of unauthorized activity remain subject to investigation. These restrictions do not remove mandatory customer rights or justify retaining funds without a valid basis.​
  • Refund method and protected rights: Where an external refund is due, it is processed through the original payment route where possible, or another lawful method agreed with the customer. Internal credits and previous repayments are accounted for to prevent duplicate reimbursement. Nothing in this policy excludes applicable statutory refund, redemption or payment-dispute rights, liability that cannot lawfully be excluded, or VCC.WTF's obligations under applicable BHW Marketplace and dispute-resolution rules.​


PROHIBITED USE

VCC.WTF may only be used for lawful and permitted digital-marketing, SaaS, subscription and online-business expenses.
The service must not be used for:
  • Fraud or stolen payment credentials.​
  • Identity misuse.​
  • Spam or phishing.​
  • Chargeback abuse.​
  • Money laundering.​
  • Sanctions evasion.​
  • Illegal transactions.​
  • Attempts to bypass legal restrictions.​
Restricted merchant categories include:
  • Sanctioned entities.​
  • Cryptocurrency exchanges and platforms.​
  • Financial-market and brokerage services.​
  • Gambling services.​
  • Adult services.​
  • Dating services.​
  • Other merchants identified on the VCC.WTF prohibited-services page.​
Customers are responsible for following the laws of their jurisdiction, advertising-platform rules, merchant terms and the VCC.WTF Terms of Service.

No guarantee is made for unsupported or high-risk platforms.

VCC.WTF does not accept users or process payments from jurisdictions restricted under the current AML/KYC policy and provider rules.

The currently published list includes Afghanistan, Belarus, Central African Republic, China, Cuba, Democratic Republic of the Congo, Ethiopia, Guinea-Bissau, Haiti, Iran, Iraq, Lebanon, Libya, Mali, Myanmar, North Korea, Russia, Somalia, South Sudan, Syria, occupied regions of Ukraine, Venezuela, Yemen and Zimbabwe.

This list may be updated when sanctions or provider requirements change.
