Someone is using my email address on Facebook — I can't remove it because the verification code goes to their phone number.

Change your email password, enable two-factor authentication, and sign out of all unfamiliar devices. Then, check messages sent from Facebook and confirm that you are not the person logged into that email account on Facebook.
