First, I will concentrate on your title or CTR when you are receiving impressions. then when you have accumulated some data nd clicks for your website, then we will proceed to backlinks.
Titles first. Impressions without clicks is a CTR problem, and backlinks won't help if nobody clicks when they see you.
Make each title answer "why should I click this instead of the result above me" lead with the benefit, add numbers or a hook if needed.

for a new site just focus on growing the site with enough genuine content and after like 6 month you can start building backlinks

Fix ctr first if you are already getting impressions, improve titles & meta descriptions based on the actual queries, while gradually building a few relevant, quality backlinks, there's no need to wait until the site is older

check your rank, in gsc you still get impression altough your rank on 50. If you on page one, you can improve your title and share on social media

Your issue is that your CTR. is having an issues. something is out of oeder. check and fix that.

I’d work on titles and CTR first if the site is already getting impressions. Good impressions with almost no clicks usually means the pages need better titles or search intent matching. Once that improves, I’d slowly start building relevant backlinks to pages that already show potential.

I’d probably work on the titles first If the site is already getting impressions there’s a chance some small CTR changes could bring clicks before putting more effort into backlinks

I would definitely work on titles and make the content more interesting for my potential audience to read . Backlinks come second, even if you get traffic from them and improve your rankings they won't matter if your potential customers bounce off your site.
Optimizing the titles and meta descriptions should come first because CTR optimisation is quick and easy and does not cost anything. It was totally pointless to sends link juice to web pages that does not inspire people to click on them in the SERPs.

Focus on improving your titles and CTR first. Improving your metadata is free fast and gives immediate signals to Google that users actually want your content whereas building backlinks too early on a brand new site can look unnatural and waste resources.
