New Google Ads accounts getting limited after tiny spend on Demand Gen campaigns

I’ve been running into a really frustrating issue lately. Whether I register a fresh Google Ads account directly or get one through an agency, every time I launch a Demand Gen campaign, the account gets hit with a restriction/suspension after just a little bit of spend
Is this a recent bug on Google’s side, or am I doing something wrong? Has anyone else been seeing the same problem? And more importantly – are there any known workarounds or fixes to get past this?

You're just stuck Under Re-Review. It's a temporary status. If you don't target Germany, just exclude it from your location settings and the policy block goes away. Also check what policy they flagged. if you're clean, hit Appeal and tell them what you're selling.
 
Google’s automated review found that your ads do not comply with the relevant policies in Germany, so delivery has been restricted. I recommend checking your Germany targeting and ad content first.
 
You’re not working with high-quality enough assets (i don't talk about ads here) / you’re rushing things too much.
 
Before August, my ads were running normally without any such restrictions. And I was only running regular jewelry e-commerce ads.
 
yes this can happen with new accounts and i would suggest you to check the suspension reason and account details before launching again.

My business involves online sales of regular jewelry products like necklaces and rings, as well as replicas. Before August, all my businesses were functioning normally; however, this issue arose after August. Each business uses a different account, and all are isolated using fingerprint scanners and dedicated IP addresses.
 
If everything was fine before August and suddenly started getting restricted, check if the exact policy Google mark anything first. Separate accounts/IPs won’t really help if the product or landing page itself is triggering the review.

Are you cloaking?
 
The account resumed normal advertising about a week after the notification appeared. Google really seems to have some kind of problem with every update these days; it's acting crazy.
