Imo white hat SEO tactics do not really have shortcuts involved. one person should start from low competition keywords, create relevant content and improve the pages through the data that is provided by google search console.

Research keywords for your content and fixed URL paths. Use all your on-page SEO knowledge, don't copy any content, less is better, distribute link juice appropriately across the entire website, and create rich content.

In white-hat seo you should not be in hurry to get results fast. You should be patient and consistent in order to sustainably grow. The best strategy to do it is by link building. Getting high authority websites to place your content on their sites. When high authority sites give you backlinks to your site then google takes it as vote to yourself.
